Justdrag and drop into CM, launch your game and set rainy weather in SOL weather plan or new plugin (in 2.1 Sol). If you want more flexible rain (manually set rain density, wetness and water), then you should turn on weatherfx debug, it'll be in your menu on the right AFAIK. If not, check your plugin page and turn it on.
